2010 RULES AND REGULATIONS FOR SLAM'N SALM'N DERBY

Anglers must comply with all Alaska Department of Fish & Game Regulations as outlined in the 2010 Sport Fishing Regulations.  Anglers must observe all posted Alaska Railroad regulations regarding access to Ship Creek. Anglers must park only in designated areas and if parking payments need to be made they are the responsibility of the angler.  Downtown Soup Kitchen and the Slam'n Salm'n Derby is NOT responsible for parking fees and is NOT responsible for the safety and security of anglers, their possessions, or vehicles while participating in the derby. 

LOCATION
Derby Headquarters is located in the Alaska Railroad Plaza near Ship Creek across from the ULU Factory.

DATES & TIMES
Derby begins at 6:00 AM on Friday, June 11th and closes at 3:00 PM on Sunday, June 20th. Derby Headquarters is open from 6:00 AM to 11:00 PM each day except Sunday, June 20th.  Derby Headquarters will close at 3:00 PM on Sunday, June 20th for closing ceremonies.

DERBY BOUNDARY LIMITS
Fishing is allowed from the mouth of Ship Creek in Anchorage upstream to a point 100 feet downstream of the Chugach power plant dam (marked by a cable stretched across the creek).  The mouth of Ship Creek is defined as follows:  A visual line from the Port of Anchorage dock at the North to the tip of the boat ramp at the South.  The remainder of the Ship Creek drainage is outside the derby boundaries and is closed year-round to all salmon fishing.  There are a number of land rehabitation boundaries at Ship Creek so avoid those areas as well.   Additional boundary limits to be aware of are any short notice changes by Alaska Department of Fish and Game.

It is the responsibility of the anglers to check the Alaska Department of Fish and Game website for any emergency changes or closures prior to fishing.


ENTRY FEES
The Derby has several divisions.  The table below summarizes the entry fees for each division.

All Derby ticket purchasers must provide valid identification (ID) that confirms division choice (exception: Pro Class).  Pro Class division contestants are eligible to win the Overall Grand Prize:  16' Klamath boat, Suzuki Fourstroke 25 hp motor, and trailer presented by AT & T.  Military division is open to active duty and full-time guard & reservists.  (Military Retirees are NOT eligible in this division).  Event Derby tickets are valid 6:00 AM – 11:00 PM each day of the Derby (closed at 3:00 PM on June 20th).  A day Derby ticket is valid on the date noted on the ticket between 6 AM and 11 PM (exception:  6:00 AM - 3:00 PM on June 20th ) only.

TICKET VALIDATION
All day Derby tickets must be validated in person at Derby Headquarters before fishing.  Day Derby tickets can be purchased and validated in advance at ticket vendor booths (if any).  Event Derby tickets are automatically validated from time of purchase until Derby close.  ALL complimentary tickets must be validated and exchanged for derby ticket at Derby Headquarters prior to fishing.

ELIGIBILITY
All contestants must be at least six (6) years of age, comply with the rules, and be in possession of an official Derby ticket.  All contestants 16 years of age and older must have a current sport fishing license as required by Alaska Department of Fish & Game.  Youths < 16 years of age are not required to possess a sport fishing license, but a Harvest Record Card is required by the Alaska Department of Fish & Game.  Another person or persons may assist a contestant in landing a fish, but only the angler who hooks the fish may enter the fish in the Derby.  Proxy entries are allowed, but both the proxy and the beneficiary must have validated derby tickets, valid fishing licenses, any applicable harvest tickets, fish must be logged in accordance with Alaska Department of Fish & Game regulations, and qualify for, select and compete in the same division prior to fish being weighed.

JUDGING PRIZE FISH
All fish entered into the Derby must be hooked in the mouth, caught within Derby boundaries and weighed in at Derby Headquarters on the day the fish is caught.  The fish shall be presented whole and incapacitated.  Prior to weighing a fish, the contestant must show a current 2010 Alaska fishing license or harvest record card, a validated Derby ticket, and a King stamp prior to weighing the fish.  The fish must be logged onto the back of fishing license or harvest record card in compliance with Alaska Department of Fish & Game regulations. Contestants who choose to weigh a fish at Derby Headquarters must enter that fish in the derby.  After weighing, contestants must sign the official ‘weigh ticket’.  After the ticket is signed, the weight is considered final and cannot be contested by the contestant.  All fish may be opened and checked.  Scales or other samples from the fish may be taken to confirm the stream of origin.  Contestants may only enter one fish per division per Derby ticket.  Contestants can replace smaller fish with larger fish in subsequent days.

RULES AND JUDGES DECISIONS
Derby Judge’s decisions and rules of the Derby herein described shall be considered final and binding upon both contestant and sponsors.  The Downtown Soup Kitchen Board of Directors reserves the right to make decisions on all matters pertaining to the Derby, including eligibility, weights, time limits, right to receive prizes, and all matters relative to participation in conduct of the Derby.  Judges may disqualify a fish or fisherman for any reason whatsoever, and decisions of judges on all matters pertaining to this contest shall be final.

PRIZES
Prize winners need not be present to win.  Prizes will be awarded for the heaviest fish in each division as well as for the heaviest entered for the entire Derby.  The heaviest fish will be eligible for the highest placement on the prize listing in the entered division.   Prizes for the mystery weight fish will be awarded for the fish that weighs closest to the mystery weight without going over.  Prizes for tagged fish will be awarded by the correspondence of the tag number and the tag prizes.  In the event of a tie, the first fish entered will be the winner.   All prizes will be available within five days after the close of the Derby.  All prizes must be claimed in Anchorage, Alaska within thirty (30) days after the prize is made public or the prize is automatically forfeited.  Prizes will be claimed at the Downtown Soup Kitchen located at 434 E 4th Ave Anchorage, Alaska 99501 on  25 Jun 2010 between 1:00 pm and 4:00 pm and applicable IRS forms will be filled out prior to dispersion of prizes.  If unable to claim prize on 25 June 2010, then prize winner must call 277-4302 to make other arrangements for pickup prior to 15 July 2010.  Derby ticket purchasers who win a prize in excess of $50 must complete a “Games of Chance and Skill Prize Receipt” as required by the State of Alaska.  By Alaska Law, all applicable cash prize participants will have their names submitted to Alaska Division of Child Support Services on 21 June 2010 prior to release of cash prizes.  Alaska Law will be adhered to as directed by Alaska Division of Child Support Services. All unclaimed prizes become the property of the Downtown Soup Kitchen after 15 July 2010.

DRAWINGS
Every ticket holder (need not fish to win) is eligible to win two round trip tickets from Alaska Airlines.  Drawings will be held at the closing ceremonies at 3 pm on June 20, 2010.  Winners need not be present to win.

PHOTOGRAPHS
Photographs of contestants and any fish entered become the sole property of the Downtown Soup Kitchen and may be used for publicity purposes without compensation.  Purchase of Derby ticket and a fish entered for prizes gives implied permission of consent for photos.

WAIVER OF LIABILITY
The purchase of a Derby ticket constitutes a waiver of liabilities, absolving the Downtown Soup Kitchen, its officers, directors, staff and volunteers, Derby committee and volunteers, and all sponsors and their corporate affiliates and respective agents and representatives from any and all damages or liability which may occur after entering and participating in the derby.

DERBY RESULTS
Daily updates  will be available at Derby Headquarters and on the derby website.  Final results will be posted online by 21 June 2010 - www.shipcreeksalmonderby.com

ACCEPTANCE OF DERBY REGULATIONS
The purchase of a Derby ticket indicates a contestant’s acceptance of all rules and regulations related to the Downtown Soup Kitchen’s Slam’n Salm’n Derby.
